How come everytime I boot up my pc, the OC on first startup wont stick.

It will actually first try to boot unsuccessfully for 30 seconds then restart and this time with stock memory clocks. I can now go ti rhe BIOS and overclock my ddr3 to 1600. Save and exit. Pc will restart again but this time it thr overclock will stick and is very stable... Hurray? NOPE.

 

Once I turn it off then boot it. We go back to step 1 and I have to manually overclock my memory everytime which is annoying. Why is this happening?

The H110 chipset doesn't support overclocking, so if your memory is DDR3-1333 there's your issue.

 

I also hope it's DDR3L and not regular DDR3. The memory controller in the CPU doesn't like the 1.5v stuff.

It does overclock the ram, did you even read my post?

Like @NelizMastr said, do you have DDR3 or DDR3L? Normal DDR3 runs at 1.5v, which is way higher than DDR3L or DDR4, and even though your motherboard supports it, the memory controller in the CPU doesn't play well with regular DDR3. If I recall correctly, you can even kill the CPU faster because of the increased voltage on the RAM.

It is ddr3 but automatically downvolts to 1.35v

Well thats where the instability comes from. Normal DDR3 has an operating voltage of 1.5v, so unless its some golden sample RAM chips, they probably aren't stable at only 1.35v

It is stable when I oc it to 1600 all day long gaming/workload. But when I turn the computer off then turn it back on, it wont will not post. After 30 secs the system will reboot itself then boot back to 1333 now I can go to Bios and Oc it to 1600 and I save then exit, it reboots this time it works. 

 

My question is why the OC wont stick not why it wont OC

Hopefully this clear things up

Easy solution, buy a new mobo and DDR4. The OC of that will stick. This is a low end craptastic board you're expecting to OC.
