Should i buy?

A friend of mine is upgrading his pc and I told him if i can have his old parts.He is willing to sell them to me

Parts:Cpu:i5-4570 selling me 4790k

          Ram:12gb selling me 2x8

 How much should i give (said around 200) or should i wait for ryzen 3.

If you can wait, wait. I wouldn't pay that much for hardware that old TBH.

If it's $200 USD then I would definitely do it.  On eBay the CPU goes for a $225 alone.  You could sell the RAM (old kit or new kit) to reduce the cost to yourself after you buy his old kit.

If he's selling it to you for really cheap (like money you'll definitely have back by the time Zen 2 is for sale), then I'd pick it up now for a little boost in performance and then get Zen 2 when it comes out, or even later if you don't need it right when it's launched.

I wont suggest you to go for 4790k  if you have i5-4570, but in your case as you are getting it for 200$ with 16gb RAM then definitely but it and sold your old parts you will get your all money back by selling your older parts
