weird heavy stuttering on pc....no clue why!

thats the main thing.

i work at graphic design and wanted a pc that can do both!

so render quick as fuck and play games on the side as i always do (i dont mind it as i get around 160fps in rainbow six siege as an example so it runs well!)

i always had a problem tho

weird stutter on...everything

cine-bench sometimes makes my screen go black with artifices and then go back....WHAT CAN DO THAT?

thats weird for a pc like that and i tried everything i found online....

it got more then good enough cooling too!

any1 with good understanding that can help?

 

pc comps are

1920x 12 core cpu

360mm AIO

asus prime A x399

a rm750x power supply

16gb 2400 ram

asus strix gtx 1080

.

 

 

 

cpu: 5950x

mobo: asus tuf pro x570

gpu: 3090 FE 

ram: 32gb G.SKILL Trident Z 3200 c14

psu: Antec HCP1300w Platinum (overkill i know...got it for a good price)

 

thats all needed right?...i didnt study for this exam....

Quick question...

Does this occur with different hard drives or is this just one particular hard drive that the jaggedness happens with?

All...used to run the pc from a 850 evo....now i do from a m.2 ssd so...allways happend really
