Price Optimizations for New Build?

Goal of build: Build a SFF PC that is capable of simultaneously hosting a PLEX Media Server/NAS with 4 Cores/8GB RAM allocated, and have plenty of performance left for gaming/video editing

Budget: ~1200USD. Would like to spend as little as possible.

I am brand agnostic, so I would not be against going for an AMD component but I am not aware of any that would fit. (I concidered TR4, but I couldn't find an X399 ITX board)

Any input on my build? Storage isn't listed because it isn't locked in yet. Will likely be 2TB for Programs/Boot, and an 8TB drive dedicated entirely to the NAS.

Notes on the case: Max cooler height is 65MM, I figured an AIO would be better. Cannot be larger than a 120MM.
