What kind of a PC would I need to play back 2160p24@75Mbps 10Bit HEVC encoded media?

As long as the video player is setup to use the GPU for decoding, most GPUs built within the past three-four years will do. Hardware acceleration really makes a difference. To point, my phone, an LG G6, can play a 2160p60 10-bit HDR video without issue.
