Is it normal that my gpu is running at 74*C at 100% load when gaming? It it to hot?

Perfectly normal, only start thinking about GPU temps when they start reaching mid 80s

Nope, an rx 570 can handle 80C no problem at full load

My RX 570 never goes above 69 degrees unless my user defined fan control is disabled in MSI afterburner and if im playing an intensive game like Metro Exodus or 2033 or something.

Until you hit around 85, don't worry about it.

Okay but that variance could be cooling design, or hell even the difference between a really good and a really bad TIM application job at the factory.

You're fine, these seem to be hot running cards. Mine is around 74-76* C while gaming. I'd start to worry when it hits 80+
