My CPU isn't OC'ing

My CPU is currently running at 3.5GHz but whenever i turn it up to 4.4GHz it just stays at 3.5Ghz and even at lower clocks such as 4.2 and 4.0, as well as 3.9GHz. I have turned up the voltages to 1.2,1.175, and 1.215. Its extremelly frustrating. Any help or tips?

 

Specs:

Asus Maximus VI formula - Motherbaord

Intel i7 4770K @ 4.4GHz

1 Asus 780Ti (Refrence Card) (Planning to get 2 more for 3 way SLI within a couple of months)

1 ADATA SX900 512gb SSD (Planning to get 2 more)

1 WD Black drive 1TB (Planning to get rid of)

 Corsair H100i

13 Corsair LED fans

1 NZXT Sentry 2 Fan controller

1 LG Blu-RAY Optical Drive

32gb Corsair Vengance Memory (4x8gb)

Stop reading what windows says, and use a proper tool like CPU-Z and load the cpu with Prime.

Ya download CPU-Z here: http://www.cpuid.com/softwares/cpu-z.html

 

Unless your stressing the CPU, the clock may be lower then 4.4 unless your using manual settings in BIOS (Mine basally runs at 800Mhz).  Run Prime95 to get the CPU up to 100% utilization and observe it pin to 4.4GHz.
