Assuming that budget doesn't include a new motherboard and RAM:

If you want to have best performance while streaming, go for AMD's Ryzen 7 2700x.  If you want 144Hz extreme gaming as the priority, get Intel i7-8700, but it helps to know if that's even a consideration based on what GPU you have.  What Graphics card are you running in this computer ? (or plan to be after this upgrade) ?

With CES just around the corner, there's no reason to get a 2700x rn.

 

For the OP: Wait another ~2 weeks for CES, since AMD will be showing off Zen 2 chips (which are rumoured to have up to 16 cores for around $500).

I stated this in my post see "If you want 144Hz extreme gaming..." and respond with what GPU you have (the idea is that if it's not an extreme GPU then the Ryzen choice really won't affect FPS enough to matter).

Between (inclusive) January 8th and January 11th (likely 8th since AMD is the keynote speaker) CES will be hosted and AMD will announce (and possibly release) many of their 7 nm products. This includes Ryzen 3000 and Vega II and/or Navi (whatever the heck AMD actually decides on). I advise you literally wait one week and make your decision then.
