HELP CPU clock speed stuck at 2GHZ than the original speed of 4GHZ

Why are the sliders for only two cores enabled? This looks like something that needs to be changed in the BIOS. If you don't know what to change, just restore factory defaults and then redo any previous modifications minus changes to the CPU (hyper-v is fine tho).

Recently bought a new CPU, AMD Ryzen 7 1700X. The CPU is overclocked to 4GHZ, however the speed of the CPU has been halved to 2GHZ and it's been stuck on that current speed. I was using the Ryzen Masterand when I tried setting the speed of the CPU to 4GHZ and restarted the PC, the speed would go back to 2GHZ and I have done this countless times. I would appreciate any kind of help.

What happens to the frequency under load? Games, stress tests, etc?

 

It's supposed to clock down when under low load (like the 22% in the screenshot) to conserve power.
