no ssd

That could be your problem, OS running and OBS running on mech HDD and recording footage to mech HDD... all that trying to run on mech/spiining rust is bad IMO. Just get a cheap SSD, can get them for as low as £20/$20 for a 120GB, but not much more for a 240GB really, usually mid 30s or so.

I’m trying to record footage on my new rig and it can’t handle it. I have an asus rx580 8gb Gpu, a ryzen 5 1600 6 core Cpu, Corsair vengeance ram 16gb and no ssd. It can barely run obs without looking laggy any suggestions.

I think you should adjust obs video settings to customize.

I had a similar issue some times ago, both with OBS Studio and Xsplit. I spent hours trying to figure it out and spent many more hours discussing with Xsplit tech support. Finally the solution was... formatting the boot drive. I never considered getting another SSD because my rig has plenty of pretty darn fast storage. Maybe you could try this before buying new hardware?
