This PC costs $2709.97, and my budget is 3k, and some people are telling me that the i7-8700k is bottlenecking the RTX 2080Ti, and I can't be sure since I don't know much about those things. But the other parts (In my opinion) are pretty good for a person building their first PC

8700K bottlenecking an RTX 2080 Ti? lol no. 

The only things I'd change about that build are the cooler and PSU. I've never heard of the cooler and the EVGA G3 is a loud unit based on an old design with bad overcurrent protection, just like the Seasonic S12 II.

I've made some changes. I've added in a Corsair RM750x, which is known to be a reliable PSU. I've also added a Kraken X62 liquid cooler which will deliver good temperatures for your 8700K (the chance of it leaking is fairly low, it's not really something you should worry about with AIOs unless they're 3-5 years old) and I've also added Corsair Vengeance LPX RAM which is known to be pretty good. I also changed that Zotac card out for an EVGA one. EVGA make pretty solid cards which is why I chose it. I've never used a Zotac card in my life so I can't say a lot about it, but I know that EVGA make good cards.

 

Edit: A H150i will be just as good as the X62 so you can go for whichever one you want.

i would rather have a 1 TB SSD for that combined price. Grab a WD or Samsung 1 TB SATA III SSD

The motherboard's rubbish, get the Gigabyte Z390 Aorus boards (I recommend the Pro)

 

Also you need to buy fans for the case, those that comes with the case arent enough.
