Are these files/folders safe to delete?

These folders number in literally tens of thousands. Please tell me they're safe to delete if they haven't been created/accessed in over a month.

Space on my SSD is at a premium and this folder is pretty massive.

As far as I know, those folders are not safe to delete. You can try using disk cleanup and check the box for system files but other than that, leave it alone. 

 

For reference my laptop that I use less often than my desktop has 9gb of stuff in the winsxs folder.

Technically, yes. But, not by deleting the folders here. You have to use Disk Cleanup option. It'll delete the files if they're safe to delete.
