It is not released yet. You will need to wait for March/April on the next version of Windows 10.

If you want it now, and can't wait, you will need to join in Windows 10 Insider Program, and be on the Fast Ring. It will move you to Build 18305 at the moment of writing, and be running a beta version of Windows. Keep frequent backups, and be prepare to re-install Windows at any time. Microsoft recommends to not use it as your main OS.

I've also been trying to locate Sandbox, but to no avail. And I'm running W10 Pro with the latest update December 19, 2018—KB4483235.

1809? well, they messed up i guess. i already use a different one for years now

Forgot to mention, you need Windows 10 Pro (it may change, but as of yet, Microsoft decided that you need the Pro version)

Home users can use Shadow Defender or Sandboxie which is the same as Microsoft Sandbox feature.
