GPu performing really badly, along with cpu.

thats all i can explain from my knowledge.

Your cpu is turboing well under specs avg 4.05 ghz,try to overclock in manually in bios.Most ppl are overclocking K processors  that is why your percentile is so low.Same thing with gpu,most are factory overclocked 32nd percentile isnt so bad.If you go to bios and set ram to xmp it will also improve your overall score,cause you have 3000mhz ram set to 2133mhz.Drives aren't helping,however couple of extra seconds when loading stuff wont kill anybody.Look at my scores as i dont have mechanical drives i have well over 100% in everything https://www.userbenchmark.com/UserRun/13089283

what should i oc my cpu to then? i have a h100iv2 as a cooler

First try to switch on ram X.M.P profile.Then try to OC cpu...4.7 ghz you shoud get thre without any issues.However if your cpu keep temperatures around 40c.Try to re-seat it and check cpu socket pins while you are doing it.I saw similar case with intel i7 and limited performance because some pins were not touching cpu.
