RTX2070 fps stutter

hey guys, i've been noticing fps drops with my 2070. purchased it last week. will return for 2080 soon but how do i fix this?

whatever game i play, i see fps stutter, settings or system doesnt matter, i had a rx590 before my 2070 and a 1060 even before that, no problems.

this rtx card is faulty? you can see in the video just before i try to pick up that carepackage that it starts lagging, its not as noticeable in the video as on my screen,its wayyy worse on my screen but you can look at the fps count in the top left corner. goes on for like 10 to 20 seconds
