A GTX 1070 Ti doesn't require the best possible, I'd only afford extras if you were going with a RTX 2080 brand new now.

 

So with that said, just grab any 1070 Ti you find that fits your budget... just avoid blower style cards because those are noisier and only suggested for small cases nowadays.

Blower Style - Noted! I'll not buy that and the reason I couldn't buy the RTX card is the budget and I am sure 1070Ti will work just fine with avg +60fps in most of the games without overclocking

true, tho an overclock to 1080 level is pretty easy. just slide up power and thermal limits in afterburner.

You can check here, and sort by GPU clock then you will see wich one is the fastest 1070 Ti, including all the Galax 1070 Ti

Woaw! That sums up everything...Alright so conclusion is - Besides the White LED back plate design in Galax 1070Ti EX-SNPR WHITE, the clock speeds, core count and the performance is all the same in all the Galax cards but only the Looks are different with additional LEDs

That shows the base, and boost, but doesn't show the overclocking headroom. I personally would choose the HoF.

Overclocking is cool but I don't want to overclock unless absolutely necessary for some serious gaming in 4K display

 

Besides I think there is absolutely no need to overclock to play games in 1080p resolution since the stock Galax 1070Ti card would give me avg 60-100 fps without overclocking. Am I right? I'm just guessing/assuming

You're fine for high refresh rate since you picked the i7 8700K meaning you can reach as many fps you want as long as you adjust your graphical settings accordingly.

 

If you completely MAX OUT the graphical options of certain demanding games your 1070 Ti might fail to give you a steady 60fps all times but this is easily fixed by "tuning"/"adjusting" your settings a little.

 

Decrease something demanding like nVidia Game Works or Shadow quality for instance will give you, realistically speaking, more fps boost than overclocking so yeah don't stress over it too much.
