Strange display issue but not sure whats causing it

So, about a month ago, upgraded from a GTX 660 to an RX 580. Uninstalled nvidia drivers, restart, shut down, remove card, install new card, fire up system, install Radeon drivers, restart... 

Maybe this happened before, but if it did, I didnt notice. On most youtube videos, even with the 1080 or 720 option selected I get this weird look to certain parts of media. Almost looks low resolution? Monitor is 1080p 60hz. Connected with a dvi cable. Picture attached to show what im talking about. The edges of the smoke arent smooth and the layers look almost aliased?IMG_20181211_195011.thumb.jpg.2e9c5858d9151c826c993b28042e685d.jpg It happens in games, but only with menu elements and not during gameplay. Is there a setting I need to adjust to fix this or is this just the way it is?

FX 6300

8gb Ram

RX580

Asus M5a78l m plus

It seems like this is just the way it is. I don't understand why this is a big deal if it's only with menu elements and not during gameplay.
