If you're within 30 days, I'd just return the card as broken. It sounds like it's got issues beyond what an eBay buyer should be expected to correct.

I have already recieved my refund and got to keep the card.

I'm done helping you. As an eBay seller who absolutely loves the spiky dildo of a customer getting a refund then keeping and using the item anyway, I disapprove of what you're doing here and would ask that you discard the GTX 960 that you got a refund for because it was nonfunctional.

What the hell are you talking about. The dude didnt want to spend $30 shipping it back alaska on a $40 card so he just issued me a refund. He sent me a non functioning card, now im trying to fix it

My argument, as an eBay seller whose ass has been left red on GPU sales in the past, is that once someone gives you a refund for a card that doesn't work, you stop trying to make the card work. If you get the card up and running tonight, you've got a free GTX 960, and that seller has been screwed. It's nothing personal dude, it's that I sell (or used to, anyway) GPUs on eBay, and I had all kinds of people tell me that the card doesn't work, blah blah this, blah blah that, and as soon as I'd say "Here's a label, send the card back and I'll refund you after I've got it," they'd immediately go into hysterics because I wouldn't just let them keep the card and get a refund. I'm not saying that's what you're doing, I'm just saying that I've been burned enough to know that I have no interest in helping someone get a card up and running after being refunded because it's broken.

So you are saying that I should take this gtx 960....that I won in an auction online under "100% functional"..that when I received, is not 100% functional...I send the seller proof and work with him for a week on it... He issues me a refund and apologizes...your saying I should just ....throw it in the trash. Out of....principle? I didnt get a "Free GTX 960"....it cost me like 20 hours of labor (if i get it working). What about my lost time for inconvenience, I paid, waited and had a build for this man. I build and sell computers. Some customer got screwed so someone could have it by their kids birthday and I had to go charge them for a 1050 at best buy because sellers cant check their crap before they send it out.

Now if there is any silver lining to this, id like to keep as much e waste out of the landfill if possible and try and keep this thing running for the next 5 years.

Can you post the card HardwareIDs? 

What window you using? 

Did you try manually force installing it via device manager?

I have not tried to force install the driver's,  I'm not quite sure how to do that.  But the hardware IDs don't match up with any 960s. Image attached.  Lookup function brings up nothing as well
