  • Is your system prebuilt?
  • Why are you using DDR3 RAM?
  • How old is this system?

A quad core in modern games? Yeah seems a bottleneck. Unfortunately, game settings usually affect GPU usage but you're free to experiment to see what changes framerates, because it varies game to game

Some cheap H110 motherboards use DDR3

csgo is cpu based. I have the exact same issue, even when I use my gtx 960 instead of my 1070Ti. My cpu is a quad core too. The only way to actually lower the bottleneck in csgo is turn down resolution and maybe have higher graphical settings (settings that only effect the GPU, not the CPU in this case for csgo).

 

I play on 4:3 1024x768 

everything is as low as it can go except models (thats on high for me) and FXAA anti-aliasing, which I have on.

My cpu is a little older that yours and not as good, so if you go into the same settings as me, you can probably get 200 fps, seeing as I get 160 and lower.
