Also what resolution are you at?  I formerly had an RX 580 and at 3440 x 1440 I could barely get above 50 FPS.

Definitely should not be experiencing any kind of frame rate drops.  Was the 580 new?  Which brand is it?  Also what power supply do you have, the 580 is really power hungry.  If you are feeding it minimally I could foresee problems.

Brand new MSI Armor MK 2 OC, I have a 450w evga powersupply, Im going to set my power plan to high performancs

What is your CPU usage like in game?  Perhaps you have a bottle neck somewhere.  Is the 8GB of RAM dual channel or a single 8GB stick? 

 

You can also play around with Radeon software settings to see if you can gain some FPS by adjusting settings.  I don't play Fortnite so I don't know what would be optimal but this is how mine look:

It is 2x4 gb ram and about 40% cpu usage

Not sure what to tell you at this point.  That PSU should be fine despite full load being near its maximum rated wattage (I used the outervision psu calculator with a single ssd and single hdd drive to simulate your system and it says 427W at load.  I hate to say it but maybe there is still something lying the the software somewhere causing an issue.  When i have this happen I usually wipe my drive and do a complete install of Win 10.  But that is me.

How would i re install windows, would I need to re install all of my games?

If you bought an OEM copy of windows than you won't be able to re-install windows. If you do, I'm sure its on the internet and I think you should be able to re-use your windows key if it isn't OEM

You should install something like MSI Afterburner, check youtube on how to set OSD with Msi Afterburner. Check Core/Memory and voltage. Also in Wattman put +50% Power Limit (it's recommended for RX cards). Then you will know is it related to GPU. Anything else is pure speculation and guessing.
