I need help to get a laptop or build PC that meet all requirements for an engineering student under AUD1000 OR UP TO  AUD1500.

can you please do a video explaining what to and how to.

Without knowing said requirements, nobody can provide you with any suggestions ;) 

 

What do you need the system to do? Which applications do you need to run? Do you need a monitor/keyboard/mouse or just a PC tower or laptop?

Any thing with at least 8gb of memory and a Core i7 8th gen (maybe throw a nVidia MX130/MX150) would already be ideal for you to conclude your course.
