I had this.  Change your power plan to the windows balanced I stead of the ryzen balanced and reboot.  Windows balanced included the changes from the ryzen plan so there's no point to it anymore.

Why is it saying 3,8 ghz? anyway i'm not sure… should i check this value out too ??

Where is it saying that? It could just be what it's currently boosting to. I believe it boosts up to 3.9.
