Air Cooling Recommendations

Right now I'm using the stock Ryzen 5 1600 cooler along with the stock P400S fans (1 intake, 1 outtake). I'm looking for a new cpu cooler and new case fans. I'd like the fans and cooler to be black and/or white and quiet. I'm looking to buy 2 140mm fans or 2/3 120mm fans. I'd like to keep costs quite low.. about ~£50 max for everything combined. I'm prioritising the cpu cooler upgrade over the case fans. Please use UK prices and include shipping. If you think it's more worth it to only upgrade the cpu cooler or only the case fans then let me know.

Hyperboreas or PW2's would be good for a bit more performance or quieter fans respectively.

What ram are you using?

I'm using 2x8GB Corsair Vengeance RGB (44mm tall), how do I find out if a cooler gives me enough clearance? Do I have to find a spec sheet online or does pcpartpicker tell you somewhere?

Some reviews show how close the cooler will get to ram on some motherboards. The Brocken Eco and Matterhorn Pure for example overhang the ram a bit like in this photo:

Ram clearance can be found on the manufacturer's website or in reviews. 

If the Ereboss is a bit too expensive, the Matterhorn Pure and Brocken Eco heatsinks still clear the slots and the fans can be mounted to the other side of it in pull.
