Gta V Problem

I have an R9 390 strix 8gb, an i5-6500, 16 gb of ram and somehow, i still manage to get like 16 fps on all high. The vram usage is on 2186mb/8192mb. I have not overclocked either.

What resolution are you running at? 1080p should be fine but 4k might be a problem...

I use afterburner to check temps, occasionally hwmonitor or nzxt cam. I use cam for frames ingame as well

GTA5 has about a quadrillion graphics settings, a number of which could dramatically slog down even a powerful computer.  You'll have to provide more information.

use cam and check both your CPU and GPU temps if they start rising high then check the clock speeds if they start to fall then its because something is thermal throttling.

in that case its probably because some setting is changed try reseting the settings to default and take frames again

let me know if your frames go back to normal and if they don't try a fresh-install of GTA

maybe post some screen shots of your settings, also the advanced. ill look at what might be the problem. dont think i can find it because of the low temps, but can give it a shot for you

Try turning MSAA and FXAA off, also try disabling Reflection MSAA, disable / turn off any settings in Advanced Graphics tab. 
Might be a new update for your graphics driver which may have changed the settings for your game (Something like GeForce Experience Optimized Settings maybe, does AMD has that? I don't know.)
