Weird issue with ISP visiting a website....

So here is my Dilemma and since @jmart604 is a lawyer in the US, I hope he could weigh in on this a bit. There was a thread earlier with a pcpartpicker list from New Zealand listed. When I would click on one specific link: https://nz.pcpartpicker.com/mr/1stwave/RHYXsY I would get a message that in my browser from my ISP. When I turn my VPN on, it bypasses it and goes to the website just fine. I have linked a screenshot of what would pop up from my ISP for this. I have NOT clicked on the terms and conditions link etc from them, just closed it.

Lovely good old charter. Get ads 24/7 while browsing on the internet to upgrade to the new movie packages! I personally think charter is an odd ISP. If you watch certain TV shows you can get Youtube Ads (Video Ads, not just "side ads.") about the tv channel you were watching and thanks for watching this TV channel. Its creepy.... "Lucky" for me, charter is my only option because Charter has a monopoly with the state of Wisconsin so you can't really get many other choices. 

 

Edit: Except yours is different. For you it still says Charter Communications. 2 years ago they updated to Spectrum.

I have never had this problem before today. The only thing that changed today was I got a new modem as my old one which was about 3 years old was dying as I started getting latency and packet loss, even directly to the modem. I just went through and clicked accept on it, but from here on in I will have my torguard VPN 100% on 100% of the time.

 

Apparently this is a normal thing that a tech goes through when they do your install. So I dont know if the new modem triggered it or what...

Yea.. only way around it was through either having my VPN 100% up or accepting it.. I accepted it but will be keeping my VPN 100% up now.. from some rumblings I read doing some quick googling seems to suggest the install techs usually click this without the customers knowledge when they do the install or modem swaps.

I assume the killing of net neutrality in the US will probably go through to the dismay of literally everyone, and so I wonder how long until people start to realize they can (and must) VPN around whatever they can, and then how long after that it will be before the government or he ISPs start cracking down on those too?
