I dont understand this

Evolution.

I'm buying this TV off Craiglist it's called the Apex LE3212D It's 32" and here it states the native res. is 720p but it also says 

Input Video Formats
1080i, 1080p, 480i, 480p, 720p
 
What's this supposed to mean?
Also if you guys could help me find a TV or monitor over 25" that's 1080p for less than $100 that would be great. I'm not using it for gaming.

It means I can take input video from those video formats, but it will only display at 720p

Yea.... Apex is generally garbage. Check local used stores for tvs or monitors from reputable brands like Sony, Dell, Visio, toshiba, and so on. I got my 2009 27" Dell monitor that I use as my main display for just 9$ at my local Salvation Army.  Off brands like Apex or Polaroid are generally not worth the money, as they are faulty and often break. They also lie a lot on those specs, putting out 480i displays that claim to be 720p or 1080p. Buying used is fine (and has saved me a lot of money), just make sure your also buying smart.
