Strange high pitched whistles and beeps

Hello,

 

I have finished off a second hand pc build and I am experiencing some troubles. When I plug in headphones (i haven't tried speakers yet)it starts spontaneously and intermittently emitting high pitched whistles and beeps very low in volume. No sound besides this is playing through. How can I fix this problem? And if it is a hardware/motherboard problem can I just buy a cheap sound card to fix the problem?

when AM radio was still a thing in the 80s, I still remember the whining noise whenever the blender turned on in the kitchen. Or the interference the alternator used to do on car CB radios.  ALL HAIL DIGITAL AUDIO.

 

Anyway, my 2 cents...
