How much cfm and rpm needed for ek xe radiators

CFM and RPM honestly mean little to nothing when it comes to cooling a radiator or heatsink. What you need is mm/H2O which is the measurement of static pressure. The higher the number, the better they will perform for cooling through a radiator.

So should I buy the noctua nf f12 300 - 1500rpm or noctua nf f12 3000 rpm?

the Noctua NF-F12 series is the best regarded out there in the community. If you are ok with the colors, get the normal NF-F12, if you want something more subdued, I would recommend the 2000rpm variant.

As said it's more so to do with pressure, if your looking at getting silent performance the NF-F12 are a good option and being at 16 FPI and a thick rad they are somewhat mediumish in restriction so you can run them a fairly low RPM.
