Muzei For Windows?

So you've probably heard of this app on Android called Muzei. Its really cool. The main Idea is that it changes your wallpaper from several different sources and you can add a blur and a grey effect to them. I have seen apps like MuzeiClient but they don't let me use my preexisting photos and they usually don't have a "grey" effect.

 

Ive searched pretty hard so I think I am out of luck. Can I imitate these settings in Photoshop? I've tried using Gaussian Blur (set to 9) and Vibrance (saturation -30) but it doesn't look quite right. (Especially the blur. It adds a low quality contrast bars.) 

 

Does anyone know what effects Muzei uses? Thanks.
