Msi laptops and overclocking

Does anyone know why I can't overclock/underclock my cpu I have the msi dragon center app installed becuase I have a msi laptop, and my cpu constantly stays at 3.10-3.30Ghz I want it to just change its clockspeed to just stay constantly at 3.0 or 3.1Ghz does anyone know how to fix this. I do now want to uninstall the msi app cause its still a helpful app. Ps I have a i7 6700HQ processor

its a laptop, cpu speed depends on the task if your laptop has a heat management system if your cpu is at 100% 20/7 it will kill your computer. laptops are not designed to operate at 100% speed all the time.

That's 100% not true LOL. I run most of my stuff at near 80% + for 8 hours a day. It's always compiling and computing. And they are overclocked. I have my Zbook 15 6820HQ turbo bins adjusted up. Most laptops are built like shit and aren't even designed to run them for a few minutes at 100% which is where the myth laptops cannot run at 100% all the time. Not to mention shit like Razer and Macbooks have components too close to the sources of heat. Very few things in the laptop are rated for 90C+.

This processor does not allow for overclocking so you're shit out of luck.
