Gta 5 fps dips and drops

So my cousin has a problem with his Gtx 980, i5 4460 and gta 5 (online). He plays on 1080p with ultra settings and gets frequent framerate dips and sometimes constant framerates below 60. Whats suspicious about this is that he has both of his parts from me and I used them before for 1440p and i saw no or very very rare dips below 60 on the same settings. Rest of his specs: z97 gigabyte, 8 gb ddr3 1600 ram, 500w corsair cx, 1tb wd hdd. I personally think that it is due to a driver problem because every other game runs fine. I know that gta is a cpu intensive game but only one step down in resolution shouldn't result in a cpu usage of 100%. Thank you for your ideas

Settings? He could be using different settings, like higher anti-aliasing. Set it to Ultra Preset.

The game is broken? Nah just disable/lower all advanced settings, shadows, shaders and maybe grass...

If he bought the parts from you, maybe he should reinstall Windows/make sure to remove previous drivers of previous GPUs.
