Build help

So abit over a month ago my friends parents won the lottery (4.9 million) and they are givign him about $4,000 CAD to get a PC.

He is a console gamer and knows literally nothing about PC

HE is 15 and wants to have a very show off kind of PC (tons of leds)

he wants to do 4k gaming and do photo rendering,

Do you think this a good for the money With Tax the PC comes to about $3950 CAD

 

IF you think i could do better post a PC Part Picker link. His Budget is $4000 CAD and he wants a Black and Red color scheme. he also needs a 4K monitor

Why 2 SSDs? Wouldnt it be better to buy one HDD and one SSD + would cost less money.
