a 1070 will use more than 150 watt sometimes, its stupid to only use minimum system spec for something like power.

This is what I come up with.

RX480 is plenty fast for playing at 1440p 60Hz but dont expect all games to run 60FPS at Ultra, on High settings you can expect almost all games to hit 60FPS easily though.

Since monitor is included in price I couldnt step up for better GPU or CPU and I am already a bit above the budget you wanted. This build should be quite silent because of the CPU cooler and the Zalman R1 case is comparable to Fractal R4/R5 with noise dampening foam inside and fan controller switch on the case while it looks quite decent. Also I picked GPU with one of the best coolers for RX480 and it should be silent.

Entire build will take 300W-350W at most in full load even if I factor in OC so dont worry about 450W PSU. I know this PSU is nothing special but it is decent for this build.

Do not go for 1440p at this price range, instead go with good 1080p panels. You might be able to get two and your performance will be exponentially better than trying to get to 1440p. Heres a list for a quiet PC in your range:
