Any good silent 40 lower db coolers??

Well, you could always choose to get a decent air cooling heat sink, remove the fan and its silent (No Moving Parts)

 

Silencio Products are a decent start otherwise.

If you don't mind having a cooler that has poop brown fans the noctua nh-d15 seems like the perfect fit for you. It's below 40 db, costs less than 100 bucks, and has performance that rivals that of high end AIOs. You can check out some reviews here:

That is a great budget cooler.  At this range, the BeQuiet Pure Rock is another option.  I would say the Hyper 212 EVO as well, but it is big and kind of loud.

How quiet are you thinking? My AIO is extremely quiet. Corsair H100i V2. Pump is completely inaudible, and the fans are only as loud as you care to spin them. You could always sub out the fans for something else as well if you want.

Its not newer, its larger. H110 is a 280 AIO, the H100 is a 240 AIO. Yes it can easily handle a 4.5 GHz overclock. if your case can fit a 280 radiator, then go for it.

Kraken X61 is also a 280 radiator. I've never used it though so i cannot vouch for its acoustics. I would imagine its pretty similar to the corsair ones though.

The NH-D15 heatsink is only 160mm tall. You can lower the fans into the heatsink.
