GPU usage low in Sony Vegas Pro 13 when rendering?

Why is my GPU usage lower than my CPU usage? I set my rendering settings to use the GPU to render it so I don't understand why the CPU has more load than the GPU itself.... o.O 

 

I have turned on the option to take advantage of my GTX 670. I thought it took advantage of CUDA.... o.O

 

Here is my graph on MSI Afterburner-

 

*notice how the CPU usage if above the 80's while my GPU usage is below 30's

The gpu renders some effects and transitions not the whole video, it's perfectly normal

Not every aspect of video editing or rendering utilizes the GPU.

ahhhh I see, I thought it renders the whole entire video.

 

I guess not :( I wanted it to, so faster render times :(

In my experience, these are the three areas where I have noticed my GPU usage going up:

  1. When I am previewing the video in Premiere or After Effects.
  2. When I apply GPU supported effects. For example, Red Giant Software's Trapcode Particular.
  3. When I am rendering out video with said effects.

The gpu does not help to trans code one format to another. That it does do is to accelerate particle effects. like lighting effects or graphical overlays, special effects. Or the little preview screen. And such, for the most part, if you only cut/delete or slow down the video it does not help. I find that the GPUs only accelerate effects and does not help in the raw transcoding
