Which least expensive Nvidia GPU is capable of driving three 4K monitors (@60hz) for office work and Blender, not for gaming?

you will need to look for a GPU that has dual DisplayPorts

 

or you can get a mobo with display port

 

and then you just get one GPU with a single DisplayPort

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

You could look into a GTX960. It's not the best price to performance for gaming but you stated you just look for enough connectors. This card has enough DP and features a HDMI 2.0 port as well. It is around 200 USD.

gtx 960 is the only good option

I am pretty sure no 280x has enough connectors for that. Pretty sure most of them have  at least 1-2 dvi and hdmi 1 which isnt enough for 4k. Dont know about the 290 though. It needs at least 3 connectors that can transport 4k which is either hdmi 2.0 or display port 1.2
