Fixed it! I ended up fixing it by restoring my computer to a previous version of Windows.

Settings > Update & Security > Recovery > Get Starter (under the “Go back to the previous version of Windows 10)

Another thing you can do is create a system image file on a back up drive, an external one preferably. It backs up the entire state of your computer, your personal files, applications, everything. You'll have another way to restore your computer to a state where it was working other than the system restore function. I would also make another system restore point as well.
