USB HDMI Capture card?

If I use one of these does it take the encoding off of my GPU? I don't understand how to use thing or the purpose. I stream at 720p 60fps and this does just that.

No it still uses cpu or gpu for encoding, regardless of brand. Also recommended to use a reputable brand like avermedia or elgato.

No, you're still gonna be at the mercy of the hardware you're using to encode the video. 

That being said, in my experiences, 720p60 is quite easy to pull off even on decent hardware.
