Virtual Reality stuttering

I have a Ryzen 7 2700X and a Radeon RX5700 XT Sapphire, I'm stuttering hard when running virtual reality games like Boneworks and Pavlov, Is this a Graphics card issue or cpu issue and if so what should I upgrade? i would like to maintain my max settings without stuttering.

Max settings in game, I'm on the valve index running at 120hz

what is the usage and temps for the gpu/cpu when the stuttering happens? what have you tried so far to fix the issue?
