My cpu usage is always on 100%

This is my new pc which I bought 2 months ago and I dint really went through task manager..but one fine day I came across 100% on my cpu.

Researched for 1 month but failed to find a solution

But today I thought of resetting the pc and the cpu is still on 100% 

The hardware I use

3700x

Stock cooler

Msi b450 carbon ac

Galax rtx 2070s

16gb 3200mhz lpx vengeance ram

256gb ssd 

700h gigabyte motherboard

especially chrome it can easyly be affected and you need to do a number of steps to get rid of it..

You can click on the CPU category to make the process that takes up the most CPU power go to the top. That way you can easily identify what's hogging the CPU.
