i9 9900k RGB build

Hi I am looking to upgrade my current rig to a way nicer one. I will be keeping the GPU and PSU from my last build though. 

  My Current GPU is the gigabyte RTX 2070 and I have a Corsair RM 850 . Guys I want a full RGB pc rig (aesthetics matter a lot ). 

   So my budget is 1400 euros maximum. I would prefer to order everything off amazon.de 

 In this budget I need everything besides GPU and PSU. It has to be be 9900k build where little to no over clocking will be done . If I could choose a theme it would be a White- black one. Thanks in advance

A 9900k is overkill for a 2070. Get a 3700x or 9700k

You can still keep the RGB aspect.

It's ok mate it's a gift so the money doesn't matter
