pc start up lag problem

This problem may be because of my dead battery but this never used to happen

 

Whenever i plug my laptop into my outlet near my bed, my laptop runs at full speed but if i plug it into a different one it's so slow and laggy. If i plug it into the fast one and then into a slow one it works fine but then lags if i shut down or restart.

I've had this for a while now and it is very annoying

 

specs: gtx 970 i7 4710hq 16gb ddr3 ram 1600mhz

after shut down: intel atom 1mb ram integrated potato graphics

 

thats basically what its like. Could this be an issue being my power adapter isn't giving the right amount of power or my laptop is being bottlenecked?

Pc value: 9999999$. Alienware 15 r2: 16GB Ram ddr3, Intel Core i-7 4110HQ @ 3.5ghz, gtx 970m, 1 TB HDD *for games*, 120GB SSD *for windows*.

fastest boot time, 6.5 seconds
