Editing Laptop.

Hey. 
What are the minimum specs for editing in 4K with a laptop at respectable speeds for under £450? 
I know someone who wants to get into content creation, and they also want a new laptop. Roll it into one, and this conundrum rolls out. 
I'm really stuck on what to advise them. I gave them a list of (quite high) specs earlier, then they came to me saying that "why do I need higher specs than other people? other people can edit videos in 3rd world countries with way less, so why cant i?" I am really getting stressed and I just need some help. Please let me know if its even possible to edit in 4k with that budget. They already have a camera. (PS: I already offered them a PC, they declined. I also said they could use my pc, which was also rejected)

Edit: they turned down my PC even though it has 16gb DDR4 3000mhz memory, a 2060 Super, and a R5 1600x. I dont know what to say to them.

That's literally impossible sir. Explain to the someone that 4K at respectable speeds would need something more than £450.

"May your frame rates be high and your temperatures low"

- Why a laptop? is it for on the go? Budget desktop will be much better. 

 

 

- Why new? 

 

 

- What kind of video are they editing? 

 

 

- Do they have a 4k screen?

They prefer laptops due to "not wanting a desk" and "wanting to sit on the bed and not have a screen on the wall"

A 2500u/ 3500u laptop, you can find them for cheap on ebay.
