and i am a noob in building pcs.. it's someone else that said i could do this build so what do i need to replace with for the 3200 or 3600?

no, i was talking about your RAM

the cpu is good, i just would choose RAM with higher speed than 3000mhz, so 3200mhz or 3600mhz

He is talking about RAM speed. Ryzen 3000 CPUs work best with 3600Mhz RAM. 3200Mhz is the minimum recommended RAM speed for Ryzen 3000 CPUs.

Keep in mind that you will have to enable xmp/docp in your bios to get the full ram speed. If you don't, your ram will run at 2133 mhz

hehe sorry. Yeah I mean normal Canadian dollars.  As for your other question - There is literally option in Bios with Disabled/Enabled for running RAM at full speed. By default it will be disabled. All you have to do it go into Bios (Smash "DELETE" key on your motherboard when you boot PC). When you get into Bios, find that option and enable it. Then press F10, Bios will ask you to save changes, you say "Yes" and PC will load further.

I don't know if this is wrong of me to think, but I feel like a 3600, B450 shouldn't be paired with a 2080S. It to me doesn't make sense for your GPU to be over double the price of your Mobo + CPU.
