Audio Interference (Electrical?)

I built a new PC and I am having audio interference on the headphones out.

 

I captured a sample and uploaded the mp3 here.

(Headphone Out -> Line-In on my second PC)

 

Troubleshooting I have done: 

• Reinstalled audio and chipset drivers. 
• Removed IO shield and GPU
• Swapped powercables.
• Reseated the motherbaord
• Removed the case HD Audio from the board.
• Tested removing all case and CPU fans.
• Plugged into my front & back audio (same issue)

Here is the weird thing... When I plug headphones directly into the port I don't hear a thing. When I plug it into my mixer or directly into my second PC the audio artifacts are clear as day. 

 

The audio issue is there even when just in BIOS so I am assuming this is not a software thing. 

 

Could this issue be from the PSU itself? I am out of options here...

Update to this strangest of issues. 

 

I was able to salvage a new PSU from another computer in my house that I wasn't using. This was causing the issues as well.

 

I completely removed the motherboard from the case. I found out that the computer doesn't even need to be on to start having issues. 

 

I then unplugged the PSU from the wall and was STILL hearing the audio interference.

 

Finally I tracked it down to the DVI plug. Removed that and the audio interference stopped... Odd. So I plugged the PSU back into the wall and the interference started again..

 

So it seams like anytime this motherboard is touching something that is attached to a power outlet I am getting the audio interference. 

 

Could this be an issue with the electric in my house or just with the motherboard itself??? 

 

I'm honestly kinda nervous at this point.
