Trying to revive an old build that crashed when it was build and still crashing

Ok so when I started the University in 2015 I bought an fx9590 to upgrade my existing mobo (Asus M5A99FX 2.0 Pro)

As it sits now it has

AMD Sappire r9 290x vaporx 8gb Under clocked to 5% less power draw and memory clock max at 1099 ghz

about 650 watt psu 

32 gb corsair vengeance 1866 ghz

Dark rock pro 4 *with a 3rd fan

2 140 front intake

1 120 rear exhaust 

1 92 side intake 

 

so at first when I got the card it would just black screen with in minutes of use then I was told to under clock the card and lone behold the black screen stoped.

after i decided to try putting the computer threw its paces with high hopes. Unfortunately the mobo turboed the chip to 5.1 ghz and it would boot to the sign in page the it would give me a blue screen with the sad face seconds before it shuts off and enters a boot loop. I then disabled the turbo in the bios and tried to mess with the wattage and speed to try preventing it from trying to spike up. Unfortunately it would not post with those settings. I then when back put it in energy efficient mode clocked memory to 1866mhz and disabled turbo and left the wattage on auto. This allows me too boot up, stream YouTube, and other basic necessities that you need fro a computer. When ever I try to open a game the computer will freeze either with a black screen or on the windows home screen. Doesn’t load game and also when I try updating windows to os 19xx it will download then freeze on installation. Any info would help tremendously.
