Windows 10 Pro x64 unable to install AMD drivers

I've recently came into possession of a Sapphire RX 590 nitro+ which is a large improvement over the prior W7000 I have. But I've come upon a serious problem with the fact my PC has somehow managed to stop recognizing the x64 AMD drivers it needs to recognize the rx590.

 

I don't know if I'm just a lost cause with the fact that what was supposed to be a simple gpu swap and boot became this whole escapade with realizing the fact I can't manually install specific drivers let alone get a display output from this gpu to post. 

 

A quick summary of everything is:

1.Rx 590 is recognized by my motherboard but won't display and the system still boots as normal with the motherboard not beeping

 

2.I tried to fix this by just installing the drivers before installing the new gpu.

 

3.I previously just installed the drivers for my w7000 using AMD's auto detect tool which worked fine.

 

4.But when I specifically got the drivers from AMD for the 590 since I couldn't boot with it to auto detect and install Windows shows that the installer cannot run with the generic "This app cannot run on your PC to find a version for your PC, check with the software publisher" even though these are the latest drivers "Win10-64bit-radeon-software-adrenalin-2019-edition-19.5.2-june3"

 

5.I thought my windows was just messed up so I did a complete reinstall of windows 10 pro, but the same thing happens.

 

6.I check if the gpu is even recognized by windows by plugging it into an alternate slot on the motherboard, It's shown in display adapters as a "Microsoft Basic Display Adapter" which in the device status it says windows cannot load the required drivers for the device (Code 31), The driver trying to start is not the same as the driver for the POSTed display adapter.

 

I've been at this for the past day and I can't find anything of use I've scanned the registry but since it was a fresh install nothing was wrong, I've tried using Windows trouble shooting as a last ditch nothing. Something as simple as just running the driver installer as administrator just leads to Windows saying it cannot find *Insert driver name here*, I tried renaming the driver thinking it was just a weird character maybe which was hopeful thinking as even when the driver was named "Gerold" it wasn't found by windows to be run as administrator. I personally have just run out of things to try when I can't do something as simple as install a driver because Windows is being stupid.

CPU:AMD Ryzen 5 2600x

Motherboard:ROG Strix B450-F Gaming

Ram:CORSAIR Vengeance LPX 16GB (2 x 8GB) 288-Pin

Powersupply, this is a old old psu which is probably a bad thing but it's served me well and still operates at 600 watts: Coolmax V-600

Fixed it myself, installed chrome remote desktop installed the gpu and booted the PC without a display output waited until windows loaded and I could connect with remote desktop. Connected and ran AMD's auto detect driver installer, successfully detected gpu and installed the correct driver now to deal with the mess I've made with my windows as it now doesn't have certain apps installed properly

That's the thing, I couldn't manually install specific drivers I had to use their autodetect tool because my windows wouldn't let the specific driver installer run but it let AMD's autodetect tool run and install the correct drivers
