CPU stuck at 1.2 GHZ max clock speed?

I have an Alienware Area-51 R5, brand new, loaded with an Intel Core 19 9800XE. 

 

The CPU says it's only 1.2 Ghz. What's going on here?

Seeing as it's not throttling, i'd say windows is set to power save mode.

 

EDIT: set it to balanced, don't choose high performance.

I updated the BIOS from 2.0.0 to 2.0.2 and it works just fine now.

Yeah that 63W TDP looks out of place, but I don't really know Intel XTU so maybe that's just showing active and not peak.
