Streaming on old laptop over a mobile hotspot

To be honest I wasn't expecting it to work at all I was able to stream 720p at 30fps on a hp elitebook 8460w with a core i5 2520m with AMD Firepro M3900, my mobile hotspot works well-ish with XSplit but I still wish I had real internet where I live

Do you have anything to generally discuss or....?

Laptop: Origin Eon11s. i7 3820QM, GT 650M 2GB, 120GB SSD, 16GB DDR3 RAM, 11.6in 768p display  **Dismantled**
