Problem ..

I’m new to pc gaming , and I just recently heard about latencymon to check latency at first I had a green that my system was fine after a while it switched to my pc can’t handle output Audio n other tasks ?! System i7 8700k 

evga 2080 ti 

16 gb 3600 ram 

Psu evga supernova Nex 650 g

Make sure your power plan is on high performance. You can just type power plan in the windows search bar and select "Choose a Power Plan"

 

If that doesn't fix it, make sure your drivers are up to date. your motherboard manufacterer will have downloads for stuff like audio and intel stuff, and nvidia will have your GPU stuff.

 

Make sure in bios you have XMP enabled, 3600MHz is a manufacterer overclock if it isn't enabled your ram is running at either 2133 or 2400.

It doesn’t let me apply high performance ? And my ram is running at 3600

This is the window you want, not the one you're in. That is where you can edit power plan settings not select one.

Alt+Tab when you're playing an exclusive fullscreen game will result in a huge spike. Try test it with game set to window mode or borderless.

What do you mean ? I’m sorry still new to this seems like every day I wake up to something new

I mean you will get a spike in Latencymon reading if you Alt+Tab while playing games in Fullscreen mode. Did you do that in 2nd screenshot? 
If you did then that's normal, if you didn't then check Drivers tab for highest DPC/excecution.

 

Btw what you mean it can't handle audio task?
